Victor has a wealth of international working experience in the areas of Strategic Oversight, Venture Capital Management, Fund Management, Government Policy Development/Relations, M&A, Intergovernmental Relations, Early Stage Start-Up identification, and Investment Management; Public Policy Research/Development, Alternative Investment Financing structure as well as Public-Private Partnership (PPP) Structures.

He worked with the United Nations as a Diplomat for over 15 years and travelled globally in the conduct of his assignments. He is very competitive, drives for integrity, honesty and performance. He is a Managing partner in a Venture Capital firm that focuses primarily on Early Stage startups in emerging economies, including having a vested interest in HealthCare companies.

He has a Bachelors of Science in Finance from United States International University, a Graduate Diploma in Public Policy and Program Evaluation from Carleton University.
